The Bureau of Monitoring and Quality Improvement (MQI) provides the Department with the information necessary to assess the fiscal and programmatic accountability of its providers, both Departmental and contracted.

Overview

The Bureau of Monitoring and Quality Improvement (MQI) provides the Department with the information necessary to assess the fiscal and programmatic accountability of its providers, both Departmental and contracted. Regional monitors throughout the state conduct both on-site and off-site monitoring events at all programs to ensure compliance with Florida Statutes, Rules of the Florida Administrative Code, Departmental policies and procedures, and contract terms and conditions.

These reviews are conducted throughout the fiscal year and include annual compliance reviews, supplemental monitoring reviews, deficiency verification monitoring, and pre-operational and start-up reviews. All annual compliance reviews, pre-operational, start-up, and verification monitoring reviews are conducted with a seven-day advanced notification. Some supplemental reviews are conducted without advanced notice and during non-traditional working hours to ensure compliance twenty-four hours a day, seven days a week.

The Bureau of Monitoring and Quality Improvement, completes a yearly monitoring prioritization tool at the beginning of the fiscal year and adds any new contracts for the upcoming fiscal year, and revises any current contracts. The tool is updated on a quarterly basis to capture program performance categories and scores, to include the Department’s Central Communications Center (CCC) incidents, Protective Action Response (PAR) and physical intervention rates, minor, major, and critical deficiencies, and cure notices. New contracts are added to the prioritization tool throughout the year as they come on-line. Each program receives an assessment score used to determine the baseline frequency of routine monitoring events. This baseline is used as a starting point to develop the monitoring plans and regional monitoring schedules. The quarterly scores are not punitive; rather they serve each MQI region as a resource tool to determine the baseline frequency in which a program shall be reviewed.

As a result of the quarterly prioritization tool, supplemental review frequencies may include: 

•    Quarterly
•    Bi-monthly
•    Monthly
•    Semi-annual
•    Annual
•    Unannounced/non-traditional site visits

Throughout the fiscal year review cycle, each regional monitor tracks monitoring plans for each program to ensure all applicable areas are reviewed and to ensure the program is in compliance with the monitoring plan. The Assistant Secretaries from each program review the results of the quarterly prioritization tool results and determine if management interest is applicable. Management interest allows the Assistant Secretary to determine if a program requires more frequent on-site monitoring or less frequent visits based on the tool results. More frequent monitoring may include weekly, bi-weekly, or monthly reviews until the program operations staff has determined the management interest is no longer required.
