Minnora “Minnie” Bishop
Director, Office of Talent, Leadership, and Culture
Florida Department of Juvenile Justice
Minnora “Minnie” Bishop serves as the Director of the Office of Talent, Leadership, and Culture (TLC) for the Florida Department of Juvenile Justice (DJJ). She began her career as a secretary at a Juvenile Assessment Center (JAC) and has risen through the ranks over the past 22 years, holding key leadership roles, including Chief Probation Officer for Florida’s 2nd Judicial Circuit.
In her current role, Ms. Bishop has focused on strengthening DJJ’s workforce by broadening instructional methods to create a stronger connection between theory and practical application, enhancing intentionality in professional development, opening clear pathways for growth, and raising the level of proficiency among agency team members. Her leadership is grounded in cultivating a culture of excellence, equity, and continuous learning across the organization.
Throughout her career, Ms. Bishop has led several transformative juvenile justice reform initiatives. Among her most notable achievements is the development and implementation of the newest Florida’s Detention Risk Screening Instrument, accompanied by a continuum of supervised release options to reduce unnecessary detention stays and improve outcomes for youth.
A proud graduate of Florida State University, Ms. Bishop is deeply committed to advancing thoughtful, data-driven policy and practice reforms that improve the lives of Florida’s at-risk youth and families. She is also a proud mother of two and deeply committed to positive impacts on the Department’s team and the youth in the communities she serves.
Colette Antozzi
Deputy Director, Office of Talent, Leadership, and Culture
Florida Department of Juvenile Justice
Colette Antozzi serves as the Deputy Director of the Office of Talent, Leadership, and Culture (TLC) at the Florida Department of Juvenile Justice (DJJ). Over her 22 years, she has held a variety of leadership and operational roles focused on training, curriculum development, policy, and organizational effectiveness.
Ms. Antozzi previously served as the Director of North Region Detention Services for eight years, providing strategic oversight for multiple secure detention facilities, and as the Detention Services Chief of Policy Development & Planning for two years, leading initiatives to shape statewide policy and long-term planning.
With over two decades of service, Ms. Antozzi brings a strategic and data-informed approach to workforce development. Her work centers on fostering a culture of learning, accountability, and professional growth while aligning talent development efforts with DJJ’s broader mission. Throughout her career, she has remained grounded in one core value: taking care of the people who serve others.
She holds a Master of Science in Criminal Justice from the University of Central Florida and a Bachelor of Arts in Criminology from the University of Florida. Her dedication to supporting and developing DJJ’s workforce continues to drive meaningful improvements across the agency.
Responsible for managing budgets, tracking expenses, and ensuring financial accuracy across departments or projects. Prepares reports, forecasts spending, and supports leadership with financial planning. Handles invoices, approvals, and maintains up-to-date financial records. Helps keep the flow of everyday business moving forward by supporting smooth operations and informed decision-making.

Our Goal: To create and maintain engaging and thought-provoking staff trainings.
The Curriculum & Development Team is tasked with designing, developing, and maintaining the training that Department staff receive, including the Detention and Probation Academies and most in-service training options.
We create custom training from scratch, update courses as needed, and work with subject matter experts (SMEs) to ensure that content is accurate and comprehensive. We are available to consult with other divisions on training needs and the course development process.
Curriculum & Development is dedicated to providing effective training solutions to Department staff and providers as needed and on schedule. We have experience creating instructor-led courses, online training, stand-alone workshops, and multi-course curricula, and we can provide support ranging from formatting course materials to conducting a full needs assessment or job-task analysis. We use the industry-standard ADDIE model to develop instruction and the first two levels of the Kirkpatrick model for assessment and evaluation. Whatever your training needs, Curriculum & Development has the expertise to enhance the educational impact of any project.

Our Goal: To actively support staff in creating safe, respectful, and impactful interactions with youth, ultimately improving outcomes and helping staff and youth thrive.
The Right Interactions (RI) Team is responsible for training, monitoring, and supporting the effective implementation of the RI curriculum across DJJ program areas. Our work includes delivering Train-the-Trainer and instructor renewal courses, maintaining curriculum policies and procedures, and conducting fidelity reviews upon request.
We also conduct site assessments to observe and support staff in real time, focusing not only on training, but also on staff and youth engagement. These visits allow us to reinforce skills, provide coaching, and ensure the integrity of RI training across the state.
Our approach goes beyond teaching: we build mastery through live demonstrations, role-playing, and adaptive coaching techniques. Fidelity Reviews provide an objective analysis of staff interactions, offered not as criticism, but as guidance to strengthen techniques, reduce risks, and promote safer, more effective outcomes.
The Specialized Training Unit (STU) prepares for and conducts training for certification and in-service training for juvenile justice professionals, including but not limited to:
- Community Assessment Tool (CAT)
- Youth Empowered Success (YES) Plan
- Prevention Assessment Tool (PAT)
- Residential Assessment for Youth (RAY)
- Motivational Interviewing (MI)
- Gun Violence Prevention
- Other requested trainings
The Training and Delivery team instructs the Juvenile Probation Officer and Juvenile Detention Officer Certification Academies across the state. During the academies, officers spend several weeks learning about various concepts that help to explain adolescent behavior and the most effective methods of responding and engaging with our youth.
Juvenile Detention Officers learn how to properly maintain the safety and security of youth who are in detention facilities.
Juvenile Probation Officers gain an in-depth understanding of the case flow and case management processes.
Training and Delivery also conducts Field Training Officer courses that provide certified officers with the best practices and strategies in training newly hired staff.
